Project Description

A State Government intended to leverage its vast desolated barren land resources to attract solar project developers to set up solar PV projects under national-level Solar Mission. Accordingly, an innovative approach to develop solar parks on public-private-partnership (PPP) basis was formulated to accelerate setting up requisite common infrastructure (viz. pooling stations, power evacuation transmission lines, roads, water supply, environmental clearance, etc.) to enable setting up of solar projects. Policy decisions were taken and program formulation was done to set up a pilot solar park capable of housing 5000 MW of solar PV projects.

Services Provided

    • The team was involved in working closely with the Government department to develop the policy framework, program formulation and setting up of the first solar park on PPP format. The services comprised the following:
    • Identification of key enablers required in the policy framework to incentivise setting up of solar parks on PPP format within the overall regulatory framework governing the sector
    • Stakeholder consultation process
    • Program formulation for inviting private sector to participate in setting up of solar parks
    • Assistance in finalizing contract agreement for the first solar park
    • Project implementation assistance during initial phase
