Rubinder Singh

Infrasphere Consulting is headed by Rubinder Singh who is the Managing Director and is responsible for leading the project development advisory mandates. He is a Mechanical Engineer by background and has done MBA with specialization in Finance from premier management institute in India (IIM, Lucknow). He has more than 31 years of experience and has been involved in infrastructure sector and transaction advisory for large number of projects. He has done pioneering work in formulating policies, strategies and operational programs and implementing projects on Public- Private Partnership (PPP) for leveraging private investment. Over the years he has successfully delivered on more than 50 projects having a cumulative investment of about USD 3 billion, that have been implemented and are operating. His key sectors of work include Healthcare, Power, Renewable Energy, Real Estate, Water Supply & Sewerage (WSS), Municipal Waste Management, Urban Infrastructure, and Industrial SEZs.

Dharam Bunjun

Dharam is a dedicated, seasoned, versatile design professional with over 36 years of experience in design, supervision and project management and in the practice of architecture. He has extensive experience as Project Manager for Major Public Sector Projects and Private Projects. High experience in contract management and contractual issues. He is a Bachelor’s in Architecture, and Master’s in Building Engineering & Management from School of Planning and Architecture, India. He has led several projects ranging from healthcare, Institutional, Commercial and Industrial & housing buildings. He has worked as senior advisor to various department of Government of Mauritius viz Employees’ Real Estate Investment Trust Management, Prime Minister’s Office & the Ministry of Arts and Culture, Senior Architect/ Project Manager at the Ministry of Public Infrastructure, National Assembly for the Refurbishment of the Old Parliament House.

Megha Pawar

Megha is an Environmental and Social Specialist with 32 years of rich experience in environmental and social management. Her major strength includes Environmental and Social (E&S) risk management in the infrastructure sector. She has proven capabilities and experience in planning and preparation of Environmental and Social Assessments of large and complex infrastructure projects, conducting E&S due diligence, developing ESMS, and managing the E&S risk of the portfolio. She is proficient with the environmental reference framework of ADB (SPS 2009), AIIB (ESF 2020), and World Bank (ESF 2018). She has strong background in PPP sector and integrating E&S considerations in PPP projects. She has assisted Multilateral agencies in evaluating gender mainstreaming their country-specific operations and prepared Social Inclusion and Gender Equality (GESI) diagnostic reports for PPP, MSME, Industrial Corridors and Social Protection sector and thematic areas. She also contributes in IFC E&S Operations in South Asia by providing support in E&S due diligence and appraisal and in supervision of the high-risk portfolio.

Sarjeshwar Mathur

Sarjeshwar is a prominent lawyer having more than 34 years of experience in Contract Drafting for large infrastructure projects and PPPs.  He leads team for structuring, advising and drafting of project contracts and tender documents relating to infrastructure projects involving private sector investment. He also has expertise in negotiating & finalizing structured products and securitization deals for project financing; resource mobilization through private placement of debt instruments;  business restructuring arrangements involving mergers, hiving off of units and formation of Joint Venture Companies (JV); and advising on legal issues arising out of contracts.
