Project Description
The Ministry of Environment, Solid Waste Management and Climate Change (MOE-SWM-CC) of Government of Mauritius (GoM) is responsible for the integrated and sustainable waste management in the country. Taking cognizance of the challenges facing the country, and to adopt a circular economy approach in solid waste management, the Solid Waste Management Division has focused on new Solid Waste Management Strategy and Action Plan for Mauritius with focus on resource recovery and recycling. Accordingly, it identified the need to procure two separate Regional Composting and Sorting facilities on Public Private Partnership (PPP) basis to provide the essential infrastructures and accompanying operational services for adopting circular economy. The project also aimed at extending the life of Landfill site by drastically reducing the ultimate waste going for landfilling.

Services Provided
The team was involved in project development and transaction advisory comprising the following:

- Preparation of feasibility report, including affordability and bankability report for developing the project on PPP basis
- Evaluation of various processing technologies including Refuse Derived Fuel (RDF), Bio-methanation and Composting
- Preparation of Project Structuring Options and Term Sheet
- Preparation of bidding documents including Request for Qualification (RFQ) Document, Request for Proposal (RFP) Document, Concession Agreement
- Undertake bidding process for the selection of a suitable private/public sector developer for implementing project under PPP/BOO basis
