Project Description
In India the Municipal Solid Waste (Management and Handling) Rules 2000 requires all State Governments to address the issue of management of municipal waste in a scientific manner. A State in North India intended to cover all its towns & cities through a comprehensive waste management project. Accordingly, a regional level MSW cluster approach has been adopted to structure eight projects that combine one large city with several adjoining towns to develop economically viable integrated MSW projects. Each integrated MSW project comprises door-to-door collection, waste segregation, transfer stations, waste recovery and processing covering RDF Plant, Bio-methanation Plant or Compost Plant /Bio-fertilizer Plant, Power Plant (as applicable), and Sanitary Landfill facilities.

Services Provided
The team was involved in project development and transaction advisory comprising the following:

- Formation of different clusters based on various techno-commercial parameters
- Preparation of Techno-economic feasibility reports/ DPRs for each cluster
- Selection of sites for various project components including RDF Plant/s, Bio-methanation Plant/s, Compost Plant/s, Sanitary Land Fill site/s at various location in the State
- Preparation of EIA-EMP Reports for the project sites
- Obtaining all project clearances/approvals including environmental clearance/ Site clearances
- Preparation of bidding documents including Request for Qualification (RFQ) Document, Request for Proposal (RFP) Document, Concession Agreement, Land Lease Agreement and Power Purchase Agreement (as applicable)
- Undertake bidding process for the selection of a suitable private/public sector developer for implementing project under PPP/BOOT basis
- Preparation of a Door-to-Door waste collection policy and recommendation for a suitable institutional framework for project supervision during implementation & operation period
