Project Description

The Ministry of Health & Wellness (MOHW), Government of Mauritius (GoM) has the vision of ensuring a healthy nation with constantly improving quality of life. In its endeavour to achieve its mission, MOHW has identified the need to develop a 225-bed state-of-art Cardiac Hospital at an identified site at Cote d’Or in Mauritius on a PPP basis.

Services Provided

The team is involved in project development and transaction advisory to MOHW for the following:

    • Site assessment and infrastructure development requirement
    • Review of legal & regulatory framework for the proposed development
    • Project scoping and facility planning
    • Defining technical requirements and specifications
    • Master planning and layouts
    • Conceptual architectural plans
    • Project costing
    • Financial modelling for viability analysis
    • Project PPP structuring
    • Preparation of Qualification Requirement for prospective developers
    • Preparation of draft Concession Agreement
    • Project marketing and road shows for reaching out to developers
    • Bid process management for selection of Developer for the project
    • Negotiations and signing of Project Agreement between the Government Authority and the selected Private Sector Developer
    • Assistance in achieving Financial Close for the project
